MineZ Build Thief?

I just found a person on the Internet, who is making a Public MineZ Like map, However i'm 90% Sure that he has used many builds of MineZ and this is shown on this DynMap Here:

In the Map at the coordinates 2000,65,-3000 in 3D Format Clearly Shows they have Imported some of the Builds in, and if you look around on the Map you will also notice exact copies of MineZ Towns such as Romero, Grimdale, Carmi, Yongton Abby and so on.
I Don't know if to mention the Player's Bukkit Name, But if someone wants to PM me about this, if this is a problem then i will be sure to provide you a Bukkit Name of this User.

This Person Even is Taking Credit for all this and saying That he will be allowing Donations, Here is a Paragraph He Wrote on another MineZ Like Plugin page on bukkit:

'now here is the thing i was tempted to upload the map with Tmc's permission however i am still on the fence about it if i did release it it would not be till:
1. i have the builders i need 2. till the map is ready to go live - a big last time systems check 3. till i have a donation system setup for donations for the map so that donations can be made to the builders map makers and so on 4.this is most important that i have Tmc's permission ! because this is his sight And lastly 5. That when the server is all said and done Tmc's does a Special Broadcast of a lets play with me and my team
