    So if you know anything about weapons in minecraft it's that they use an item attribute of +# attack damage. Now, you can also do this positively, and negatively, and also with speed. So, the idea is that your helmet gives you a +10% speed attribute, and the guns and jetpacks and Kevlar give you -##% speed attribute.
    So for example, if a pkp is -12% speed, a jetpack is -12% speed, Kevlar boots are -2% speed, and Kevlar pants are -7%, then your overall speed is 77%. That's about three quarters of normal speed. And if a rocket launcher is -12% speed, you are all the way down to 65%. two thirds the default speed. And that is for decked out jetpackers. Now, the -#% speed only works if you are holding the item or wearing it on your body. So, maybe make a plugin that makes this work without having to hold the item.

    I know this is probably gonna get a lot of hate, but hey, it's an idea!

    For items in hotbar, make modifiers active if in inventory, not if equipped. That way, we dont have people doing it CSGO style: Hold knife until in fight.
